I. POSITION AND FUNCTION
1. The Center for Monitoring and Operation of Smart Cities (hereinafter referred to as the Center) is a public service unit under the Department of Information and Communications, with legal status, headquarters, seal, and separate account at the State Treasury and the Bank in accordance with the law. It is subject to the direct and comprehensive direction and management of the Department of Information and Communications in terms of expertise, technology, operations, organization, human resources, operations, finance, and facilities.
2. The Center has the following functions: Synthesize, monitor, and operate smart urban services; organize the operation of shared information technology systems of the province; perform career tasks in the field of Information and Communications; provide solutions, services, and applications in the field of Information and Communications and smart urban services.
II. DUTIES AND POWERS
1. Duties
1.1. Organize the operation of the Data Integration Center, shared systems of the province, support the construction of e-government and smart urban development; operate the function of monitoring and operating smart urban areas according to regulations;
1.2. Organize the management, research, development, and proposal of solutions and policies to ensure the conditions for operating information systems serving e-government and deploying smart urban services and digital transformation;
1.3. Deploy management, administration and ensure the conditions for operating shared infrastructure systems and centralized databases of Dak Lak province;
1.4. Ensure information security for information systems serving e-government and developing smart urban services, ensuring the security of information systems in the province;
1.5. Implement public career services in the field of Information and Communications;
1.6. Organize training, improve capacity, professional skills in information technology, information security for information technology specialists and civil servants, public employees in state administrative agencies, Party agencies in the province;
1.7. Organize comprehensive communication of contents and results related to information technology development and application activities in the province;
1.8. Provide solutions, services, and application products in the field of information technology and communications;
1.9. Manage technology platforms for e-Government development, smart cities, integrated platforms for connecting, sharing, and interconnecting information technology systems in the province;
1.10. Implement statistical and reporting regimes according to the provisions of law;
1.11. Managing human resources, finance, and assets according to assignment, decentralization, and regulations of law;
1.12. Performing other tasks and powers assigned by the Director of the Department of Information and Communications and according to regulations of law.
2. Powers
2.1. Coordinate with departments, branches, sectors; People's Committees of districts, towns, cities; People's Committees of communes, wards, towns, and organizations and enterprises to grasp the situation, guide the legal implementation of regulations, regimes, and principles of operating information systems and services for smart urban development in Dak Lak province;
2.2. Requesting state administrative agencies to provide information, issue guiding documents and notices to ensure the implementation of e-government and the development of smart urban services;
2.3. Proposing recruitment; Plan and implement salary, reward, discipline, training, professional and technical training for civil servants according to regulations;
2.4. Proactively deploy services in the field of information and communication; collect fees and charges (if any) for service activities according to the functions, tasks and powers of the Center and according to the provisions of law;
2.5. Autonomy in joint venture and association activities according to the provisions of law.
2.6. Regulate the functions, tasks and powers of the departments under the unit; decide on the contents of personnel work under the authority after receiving written approval from the Director of the Department of Information and Communication;
2.7. Establish, manage and update records of civil servants under the management authority according to regulations;
2.8. Sign and terminate labor contracts according to the provisions of law after receiving the policy of the Director of the Department of Information and Communication; Annually evaluate and classify the quality of civil servants under the management authority according to current regulations;
2.9. Perform other tasks assigned by the Director of the Department of Information and Communications.
FUNCTIONS - TASKS OF DEPARTMENTS:
1. Administrative - Service Department
Functions: The Administrative - Service Department is a department under the Dak Lak Province Smart City Monitoring and Operation Center (abbreviated as DakLak IOC) with the function of advising and assisting the Board of Directors (specifically according to the current Decision on assignment of tasks of the Board of Directors) in managing, synthesizing, proposing opinions, organizing and implementing work on organization and staff, administration - synthesis, documents - archives, reception - celebration, emulation - reward, finance - accounting, political and ideological work, fire prevention and fighting work, internal political protection work; work of organizing propaganda of the Party's guidelines, policies and the State's laws
